SPIP plugin divers

The SPIP plugin divers («miscellaneous» in English) contains various generic filters and beacons. There were originally dispatched in other places or plugins, but I finally put some of them together, as they are pretty generic and useful.
Filters are basic maths operators such as divisions, truncating, comparisons, imcrement/decrement with boundaries ...
Beacons are a simple #ECHO, #ENV_PHP to access to PHP variables, or yet a very useful #PLACER_ENV, potentially deprecated by the #SET / #GET beacons added to SPIP 1.9.1 . By now, I could probably replace my beacon by the later.
